I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 132, line 7, strike ``106,005'' and insert ``106,700''. Page 133, line 22, strike ``14,952'' and insert ``14,833''. At the end of subtitle G of title X, add the following new section: SEC. 1078. LIMITATION ON AVAILABILITY OF FUNDS FOR TRANSFER, REDUCTION, OR ELIMINATION OF CERTAIN AIR NATIONAL GUARD UNITS. (a) In General.--None of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2013 for the Air Force may be used during fiscal year 2013 to transfer, reduce, or eliminate, or prepare to transfer, reduce, or eliminate, any unit of the Air National Guard supporting an Air and Space Operations Center or an Air Force Forces Staff. (b) Waiver.--The Secretary of Defense may waive the limitation in subsection (a) if-- (1) the Secretary submits to the congressional defense committees written certification that such a waiver is necessary to meet an emergency national security requirement; and (2) a period of 30 days has elapsed following the date on which such certification is submitted.…
