I have an amendment at the desk. The CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: After section 501 (page 51, after line 18), insert the following new section: SEC. 502. SENSE OF CONGRESS REGARDING INTEGRATION OF FUSION CENTERS. It is the sense of Congress that ten years after the terrorist attacks upon the United States on September 11, 2001, the Secretary of Homeland Security, in consultation with the Director of National Intelligence, should continue to integrate and leverage fusion centers to enlist all of the intelligence, law enforcement, and homeland security capabilities of the United States in a manner that is consistent with the Constitution to prevent acts of terrorism against the United States. The CHAIR. Pursuant to House Resolution 392, the gentleman from Massachusetts (Mr. Keating) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Massachusetts.
