I want to express my truly profound gratitude to him for his willingness to address the concerns that were raised by the administration and others regarding the bill as originally introduced. The bill before us is a consensus effort. In this time of cynicism about government and the sometimes strident debate we hear, this kind of bipartisan effort should remind the American people that Members with different perspectives who work hard and act in good faith can accomplish an excellent and bipartisan result. Again, I thank the gentleman from Texas for his leadership. I also want to acknowledge the critical involvement of Senator Don Nickles, the author of the companion bill in the Senate, as well as Senators Kennedy and Landrieu who worked so closely with us to get this measure, hopefully, to the President's desk.
