Well, if one reviews the memoir of Paul O'Neill, former Republican Secretary of the Treasury, who served in this Bush administration for 2 years, and in that capacity was a member of the National Security Council, you will discover that he was as surprised as anyone when 10 days after this President was inaugurated at a National Security Council meeting, there was a discussion about Iraq and the need to remove Saddam Hussein who, about 6 weeks later on February 22 of 2001, months before 9/11, there was a meeting when Secretary Rumsfeld had a map of the oil fields in Iraq spread out on a table. The discussion, it was prepared by the Defense Intelligence Agency, and there was a discussion about how those oil fields would be divvied up between nations and various big oil companies.
