In my judgment, the headlong rush to publicize secret grand jury testimony not only endangers the rights of the individuals involved in this particular case, but also undermines the integrity of one of the cornerstones of our system of justice--the grand jury system itself. Unfortunately, the readiness of the majority to ignore these perils also calls into question the fundamental fairness of our own proceedings. While I agreed that we should release the report, I opposed our doing so before either the President's attorneys or members of the Committee had been given even a minimal opportunity to review it.
