That is Newt Gingrich, who I know because when I first came to Congress, he was the presiding officer of this branch. My colleague, Sheila Jackson-Lee, who preceded me in terms of service here in this branch, would also know and clearly could articulate that Newt Gingrich is someone who, whether you agreed with him or not, said it like he saw it. And this is what he sees today: A Republican Party in disarray, a Republican Party that can't govern. That is the bottom line.
