The estimates that we as Members of Congress were provided by the administration. If my colleagues remember, the head of the office of OMB, the Office of Management and Budget, which is an arm of the White House, informed us that the cost of the war was going to be $50 billion. Well, the truth, and this is what the American people have to understand, we are already at $166 billion, and that is the down payment.
