I want to address the scenario that the gentleman from Florida raised about the poor widow and her family. The manager's amendment offered by the gentleman from Illinois (Mr. Hyde), which I think was accepted and will receive support from both sides of the aisle, if a creditor forced someone into involuntary bankruptcy, the cap on the homestead exemption is automatically lifted. I think it is very important that Members know that. We are not going to have the kind of scenarios that were put forth by the gentleman who has sponsored this bill, the gentleman from Florida (Mr. McCollum).

I wanted to note that in hearings before the Committee which I Chaired there were a number of military prosecutors that testified that described that entire process as a sham, a joke and a fraud being perpetrated.
