“I will tell you, I will have trouble sleeping tonight, because I am still trying to figure out why they cannot go in the same check, and I thought maybe the gentleman from New Hampshire was going to enlighten me. I thought maybe my neighbor was going to say I am so perplexed, because I tend to think I am of reasonable intelligence. And here is the issue. We are going to send people a check, and they need to know two things, other than the check itself. They need to know that it is not taxable, and I think that is right; and they need to know how it is calculated, if they are interested. They do not need to know that, but that would be useful. I cannot figure out why that cannot go in the same envelope. I do not understand.”
