my point was that it would be confusing if the gentleman had accepted the motion and simultaneously disregarded it. So it seemed to me what he was saying was he intended to make exceptions to it, and that ``acceptance'' and ``exception'' got confused, because the gentleman said he was going to vote for a motion which required additional spending which he then said he planned to oppose. Since that would not have made any sense, I tried to follow the principle that you try to listen to what people say and you try to make some sense out of it.
