“My problem with my friend from Virginia's argument, well, there are two; first of all, if there are 9,000 fewer jobs in Prison Industries, that means there are 9,000 more jobs in the private sector. So the second point is that he concedes that if we funded this it wouldn't be a problem. Well, rather than put the burden on lower-wage working people in the garment industry, the furniture industry, et cetera, then let us work to get the funding. It is not a huge amount. But there is, to some extent, a replacement of prison jobs and private sector jobs.”
