this is actually a very conciliatory amendment by the gentleman from Mississippi because previously, and I know the gentleman has left the floor, he's been here very diligently, I don't mean anything critical, but the gentleman from Georgia (Mr. Kingston) said why don't we try to make the private companies live up to their responsibilities and stop them from walking away. This amendment is the first chance we get to do that, because what this amendment does is not extend Federal coverage, but try to hold those companies which are voluntarily participating with the Federal Government to a reasonable standard with regard to their own coverage. So this is a chance to hold the private companies to their social responsibility.
