I do think that when we do that kind of accounting, when we say that a failure to keep up with inflation is a cut, it should not just be to the benefit of the intelligence community, it ought to be relevant to Medicare and everything else. I think talking about it in constant 1989 dollars, that is, saying that a failure to keep up with inflation is a cut, that is a good way to do accounting but it ought to be for the rest of the budget as well.
