Under the gentleman's bill, if you sentence them to 10 years and they serve 3, there are two ways you can qualify. You can make them serve 8 or 9, or you can cut the sentence to 4. The gentleman's bill does not require you to increase the time served. It simply says it has got to be 85 percent of the sentencing. So the gentleman's bill is flawed even in trying to do what he says he is trying to do.
