I am sorry to interrupt this praise, but I have to differ with my friend. Tell me that we need the money for the space station and therefore cannot afford to put it here, and I will disagree. But it seems to me that is within the realm of factual accuracy. But I do not think that it is fair to say that we are giving these programs as much as they can use. We should not comfort ourselves with the notion that, if we did not give them extra money, they could not use it well. That simply is not true. Say that we have a tough choice to make and I agree, but do not say that they could not use it if we gave it to them.
