Reclaiming my time, no, that's not what the gentleman is saying. The gentleman is completely contradicting himself. He says it's a grant program. First, he was contradicting the other gentleman from Texas. Now he's contradicting himself. He said it's a grant program. Well, if it's a grant program, why did the gentleman say it was getting people further in debt? The gentleman has been caught in a totally contradictory argument. He did not say it was a grant program. He said it was getting people further in debt.
