Of course there is a difference, and this is a very profound and very clear difference. There is a difference between the day-to-day decisions that government makes and the question about what the basic rules will be. Of course the Constitution treats amending the Constitution differently than passing legislation, because what we say is when we are creating the fundamental structure of government, that is a more fundamental decision.
