There is no chance of it expiring, and the fact that he would talk about a nonexistent threat of expiration seems to me to be an indication that there's nothing substantive to talk about. In the end, we would retain the vehicle to pass this bill. But we will not give up talking about issues prematurely, and that's why we will not allow the Senate's unanimous consent agreement, very hastily done, to shut off debate here.
