we ought to remember that for the 12 years before 1993, the Republicans controlled HUD, and for 8 of those years, under President Reagan, the most corrupt and inefficient Cabinet secretary in recent memory, Secretary Pierce, was in charge of HUD. Yes, there are serious problems there, but they are not the fault of the poor. They are not the fault of the people who have tried to help the poor. And the solution is not to say: You poor people are too much trouble, and we are going to deal with a better class of low-income people.
