“Nothing in this amendment would interfere one iota with our ability to carry on our activity in Bosnia. This is not an amendment that requires us to stop what we are doing in Haiti, Bosnia, Somalia, or Iraq. When the budget was passed, we were doing these things. What this says is that the Department of Defense does not get extra money. This is less than one-tenth of 1 percent. According to them, they wanted $276 million for Bosnia. This is simply not about Bosnia, it is about the Department of Defense living within its budget.”
