The fact is this amendment reduces budget authority. It does not squirrel it away, it does not put it anywhere else, it reduces budget authority by $2.4 billion. That is $2.4 billion less than would be available for the Appropriations Committee when they do it. The budget deals with outlays, but the appropriations process, which deals with budget authority, will receive $2.4 billion less. That is why both the National Taxpayers Union and Citizens Against Government Waste sided with me.
