I have never seen a sharper degree of inconsistency than we get from the other side on the question of State versus Federal. Last week they were for Federal dictation on prisons. This week they are for States' rights here, but they are for Federal dictation when business is involved with product liability changes. There is one thread of consistency: They are frustrated that last year we were able to get together on a good crime bill. If we were in fact starting from scratch, this might be a better argument to have. We are well along in the process of getting the money out and getting the people to work under last year's crime bill. This is a disruption, for partisan purposes, of a program that has begun to work because the people who want to argue that Government can never work hate nothing more than the sight of government working well.
