I want to say, as I said to the gentleman from California (Mr. Campbell), people are saying why are you making this exception. We are making this exception because we think this ought to be the rule. And we are dealing with this now because we have time problems in this area and in the area of the gentlewoman from Ohio. But it is our intention to pass legislation before the end of the year, I think on a bipartisan basis, that will make this a rule for the whole country. So this is not singling out any one area except for the fact that we face time restraints, as the gentleman from California did and the gentleman from Ohio did. So I want to thank my friend for bringing this forward. And I want to make it clear this is the first step of what we believe will be a general policy of preserving affordable housing.
