Inaccuracy'' is a perfectly acceptable word under the rules. The first point I would make is that the balanced budget constitutional amendment was not the only bill we considered under a restricted rule. We considered on the first day a statute dealing with compliance of Congress with the laws which was considered under a totally closed rule.

This is not a bill to protect religious liberty in general. It singles out one particular religious tenet.
I do think there is a tendency for an overreach by the FSOC. I do not think straightforward insurance companies or money managers should be covered and regulated as SIFIs.
