my friend from Florida, who has been very responsible here, has one error in his reasoning. He keeps averring to the fact that the public in their referenda rejected this. But the public in their referenda have generally voted for 6 years so the gentleman, if he is going to invoke the moral influence of the referenda, then he cannot argue for his 12-year position. It is true, referenda have said, do not make it retroactive, but they have also said overwhelmingly 6 years. What is the referendum, something you can turn on and off like a faucet?
