I yield myself another minute, because these people take a lot of work to get them to explain it. The fact is that it isn't simply to buy it from a responsible owner. It includes money, as we have tried to explain to them, to demolish property. In fact, in the cities of Detroit and Cleveland, they specifically asked us--the gentlewoman from Los Angeles amended it--you can use city money to demolish property when there is no owner. So, no, there is no--you don't write a check to someone who has abandoned the property. I yield to the gentleman.
