Let me just reinforce what the gentleman says. I am the ranking minority member of the subcommittee that would have had jurisdiction over this if the minority had been willing to let it go to the subcommittee. Behind me is the ranking member of the committee that would have had jurisdiction over it if we had been allowed to discuss this in committee. But to reinforce what the gentleman said, the bill on which we had hearings disappeared when we went to markup; we had a very different version. So the language that is before us now, the Canady substitute as amended by the gentleman from Louisiana [Mr. Tauzin], has never been before a committee for a hearing and in fact the great bulk of this has never been subjected to the markup process and that is why we do not have these answers because they did not want to subject it to scrutiny.
