Yes. It is to say that the gentleman has a very good idea. I regret that what I believe to be obstruction kept us from incorporating it, but I will be strongly urging the administration to work with us to see that this is made a part of the overall proposal.

No one doubts that if a change in administration comes and the new President disagrees with the existing Director, he or she can be removed.
