first, I would say that 25 years ago I was opposed to that highway construction project. I thought it was not a good use of money. Secondly, I would say this. Even at my most critical, I have never suggested that we should have the free market build a highway. If we are going to build a highway, then the Government has to do it. But I would say that I was against building the highway.
