I would ask to what guidelines the gentleman refers. I know there have been guidelines about bringing a bill up at all, but I am not aware of any guidelines that govern the deliberations of a bill once it has been brought forward. Could the Speaker enlighten us as to what guidelines he is discussing? I am not aware of guidelines that deal with the bill once it is before us. I understand they have dealt with whether or not you consider the bill. {time} 1415 The SPEAKER pro tempore (Mr. Latham). It would be inappropriate for the chair to entertain a unanimous consent request for the consideration of a nongermane amendment absent conformity with the Speaker's guidelines.
