when I hear some of my Republican colleagues leap to the defense of section 8, I can only compare that to learning that Ahmadinejad had applied for membership in B'nai Brith. We have been trying to defend section 8 against assault for some time. One form of the assault has been formulaic rules that prevent all of the money that is appropriated from being spent. Because there is a lot of support for section 8, the administration has been unhappy when we have voted here more money than they have asked for. So they have had a series of formulaic restrictions that keep us from getting it all spent. I will note, by the way, that the particular change here that the committee has recommended is supported by the National Association of Housing and Redevelopment Officials, the Council of Large Public Housing Authorities, and the Public Housing Authorities Directors Association. That is, all of those who administer section 8 through their organizations endorse it. Here is the way it has worked. There were formulas put in there that kept some agencies from spending money which they received.
