For as long as this appropriations bill is in effect, it gives the President the authority to keep the troops in Bosnia. Now I differ with the President. Because the Republican Party believes that to pay for the additional 3 months in Bosnia prospective, not because of any back pay, we should cut section 8. The President and the Republican Party both want to keep troops in Bosnia for 3 more months. I disagree. The Republicans want to pay for it in part with section 8 reductions. The President disagrees. I think the President's position, while wrong, is a little better than theirs.”
