Mr. Chairman, my good friend from California's amendment recognizes that an ad that says ``vote against Congressman Smith'' is subject to regulation. Suppose the following ad is run by Congressman Smith's Republican opponent in coordination with the Republican National Committee. It says, ``Congressman Smith is a real bad Congressman because he voted against prayer in school.'' Now, that is not using an explicit word expressly urging a vote against Congressman Smith. It just says, ``Congressman Smith is a real bad Congressman because he voted against prayer in school.'' I yield to the gentleman to tell me whether that would be permitted under his amendment.
