Just to add, Mr. Chairman, one additional point of praise to our colleague from Colorado (Mr. Skaggs), who offered an amendment in the supplemental that we not go to war in the Persian Gulf without the approval of this House. That was stricken in conference. This is our last chance to do our constitutional duty.
