The answer is in order to get to a balanced budget within seven years, we have to change the structures, everybody agrees on that, particularly the structures of the unconstrained growth of entitlements. Now, we can pass a bill today and it will become law with the President's signature that will begin to restructure those entitlements. It would then take affirmative law to undo it, which is a whole lot different than saying we are going to postpone it for 11 months through a series of continuing resolutions. So just as a logical point, I would hope, Mr. Speaker, that the gentleman from Florida would agree that there is a huge difference between having to undo legislation which sets in process structural reforms, and working with essentially no change over the status quo, which is what the continuing resolution does.
