It may be that my good friend and colleague has been referring to an earlier version of the bill because the majority leader is not in this bill at all. So the gentleman's opening comment worrying about the delegation of authority to the majority leader is not in this bill or in this amendment. Let me repeat what the amendment does. It supplements, it never replaces. And regarding Alan Greenspan's testimony, what he was saying is absolutely right. Never in our lifetime will we know everything. But as a supplement to what we now do as opposed to a replacement for it, I do not believe he was speaking against this proposal.
