Again, I say to my colleagues, this has nothing to do with publication; it has to do with an exemption never before existing in American patent law. It says, I am quoting from the bill, title III: ``except that the defense shall also extend to variations in the quantity or volume of use of the claimed subject matter.'' I take that out, and I say, if you have a prior use, okay, continue it, just do not expand it.
