I agree with your concern, and that is why I amended the original language of the bill to expressly require tribal governments wishing to integrate these funds into their 477 programs to include adequate assurances that such funds will be used only for those intended beneficiaries, children aged 3 through grade 12. I would, however, like to make clear that with the onset of welfare reform upon us, tribal governments must be afforded adequate flexibility to administer the limited federal resources available. This bill attempts to provide that added flexibility.
