Under existing patent law, the prior domestic user has to pay royalties to the person who gets the patent. This bill says that prior domestic user who might have kept it secret can expand to his heart's content. My amendment says, no, look, if you have a prior domestic use, that is what you can continue doing; but if you expand it beyond that, then you have to deal with the fellow who has the patent.
