“We have had hearings in the Committee on the Judiciary and in the subcommittee as well; and I am grateful to the gentleman from Illinois (Mr. Hyde) and to the gentleman from Texas (Mr. Smith) for allowing that. So we have done all we can except for scheduling a markup in that committee. Secondly, the cost that we are proposing here is less than one-half of one-thousandth of a percent of the Department of Justice budget, and so I doubt that it really will have anything more than the symbolic value which is the entire purpose of my amendment.”
