This amendment deletes property rights compensation from the bill. I will say it again. It deletes property rights compensation from the bill, so that whatever one believe about wetlands management and wetlands regulation, if they believe that people ought to be compensated when their property is taken because of a wetlands regulation, they ought not vote for this amendment. This deletes it. Second, it deletes risk assessment cost-benefit analysis. Many of you voted for this principle on the House floor in days gone by. I say to my colleagues, if you believe in that principle, why would you support an amendment that deletes it from wetlands management and wetlands regulation? Little inconsistent, I would suggest. But let me give you some other reasons why you ought to oppose this amendment. This amendment, unlike the original bill, literally takes the science academy scientific definition of wetlands and makes it the regulatory definition.
