I simply want to clarify for my friend from New York that this is not the low-power FM bill dealing with the Commission's decision to authorize the expansion of radio broadcasting to FM low power. This bill merely deals with the noncommercial television and radio licenses that are already issued by the commission. There are about 800 to 1,000 radio licenses; and there are 15 television licenses, eight more in the pipe, that are held by religious broadcasters. And the issue today that this rule authorizes the legislation on will be to limit the FCC's capacity to regulate the content of the religious broadcasting that goes on these noncommercial television and radio stations that are already on the air. So the gentleman's concern about the FM low-power issue is obviously a very important one, and we dealt with that issue I think several weeks ago. This is a separate issue dealing with religious radio and television broadcasting.
