Finally, on a public policy note, my clients are becoming deeply distressed about how the agency appears to be more responsive to, and to some extent acting in collusion with, representatives of the environmental community with respect to the shrimp/turtle controversy. Although Andy Kemmerer and Rollie Schmitten appear anxious to hear industry's concerns, we still sense the agency is responding to what appears to be a 'shadow government' formed by certain environmental groups. The link I talked about tonight, this illegal transmission of confidential data to one of the environmental groups, is part and parcel of what this is all about, an agency out of control, acting on its own, working with lobbyists here to accomplish their agenda.
