One thing I just want to make sure that we are all clear on is, we talk a lot about the people and the jobs and all, and I want to make it clear that the blame here is not to be put on the people that are on the SNAP program.

The blame is to be put on those of us that sit in Congress, past, present, and future, because we have created the system that has not the accountability and has allowed the abuse.
