Many of our committees deal with not the high-profile issues that are the battleground issues where we are on our own sides, but in many cases it is where one sees the kind of collegiality where Congress can come together and work, and that isn't happening either. I would hope we could come up with a standard that is not 100 percent. If we are at 75, then it has got to be somewhere at a different place to get back to a House floor functioning schedule, as well as a committee structure. Madam Speaker, I yield to the gentleman.”
