It was voted on on a bipartisan basis and was passed by Congress. Where the debt ceiling is today is ultimately going to be negotiated in the Senate, but it won't be in the bill that was sent over to the Senate on Tuesday. The Senators have made it clear. They don't have 60 votes for that bill. It is a 60-vote bill. They might have to take it up under a reconciliation package. That is for the Senate to decide. Maybe in the next few days the Senate will decide that and send it back, but that was not something that anybody expected the Senate to pass when it left the House on Tuesday.
