Madam Speaker, I hope the gentleman is not suggesting that it would take a 100 percent vaccination rate. I know with the rest of the country, when States make decisions to reopen, when CDC issues guidance, I have never seen any guidance that said 100 percent vaccination is the standard for bringing something back.
