Mr. Speaker, the law requires the President to verify that there is not corruption involved with the taxpayer money that is in question. That is a law we passed. I believe the gentleman from Maryland voted, as I did vote, for that law. It is a good law to say that if we are going to send taxpayer money to a foreign country, we ought to make sure that there is no corruption. There were claims of corruption in Ukraine. In fact, a lot of the interference in our election by the Russians went through Ukraine in 2016. Now, President Trump wasn't the President back then when this country was allowing Russia to interfere with the election.
