I want to thank the gentleman from Louisiana (Mr. Cassidy) for yielding and for bringing this amendment. I think it's important to point out that this was an arbitrary cap that was put in place based on problems that were really created in the 1950s when initial revenue sharing was done. For whatever reason, there are various reasons, one State was singled out to not be able to participate in revenue sharing. It just so happens to be the State that produced about 30 percent of the offshore oil and gas. All we're asking for is a little bit closer to fairness. This amendment's a really important step in the right direction and continues the concept that we've always promoted: to allow States that do participate in producing American energy to also participate in the revenue that's produced to the Federal Treasury. It's an incentive to continue to encourage that kind of American energy exploration. I support the amendment.
