Mr. Chairman, if you look at this proposal, the way it came about, there was not the right kind of planning and the right kind of feedback, the right kind of working with people who have been working hard on flood protection structures. Mr. Chairman, this proposal by the President, if it were implemented, would actually make it harder to build flood protection projects. Why would the President want to bring forward a proposal that is going to make it harder for people to protect their homes from flooding? This isn't just a south Louisiana problem; this impacts the entire Nation. There are people all around the country that would not only be threatened by the inability to build stronger flood protection, but this would also lead to dramatic increases in insurance rates on homeowners. This proposal by the President is not only a solution in search of a problem; this is going to be a dangerous proposal that will have dramatically devastating impacts on families all across this Nation.
